When can a school transfer application be rejected?

Inter-school student transfers are now conducted fully transparently and online in line with the requirements of the digital era.

Operative Information Center-OMM reports that education expert Ramin Nureliyev made the statement.

According to the expert, parents can now open a personal account directly through the sy.edu.gov.az portal and apply to transfer their children to their preferred school without meeting any school principal or official. During the application process, parents can freely select both the school and a class with available places. For example, if a student is in the fourth grade, the parent can choose among available places in the fourth grade. School administrations review applications within three days and make an appropriate decision based on the eligibility of the transfer.

Ramin Nureliyev noted that a different approach applies to transfers involving ninth- and 11th-grade students:

“Taking graduation examinations and grades into account, this process is not carried out at all times, but only within a specified period. In addition, when transferring students in upper grades, particularly grades 10 and 11, parents must upload information and a certificate confirming their place of residence to the system during the application process.”

The expert said school administrations pay particular attention to several factors during the transfer process. If the number of applications for a class at a school is excessively high, priority is first given to people registered or residing near that educational institution:

“At the same time, applications from children of martyr families and students with disabilities are considered a priority. Only after applications from these categories have been accommodated will transfers involving other students be processed, provided that places remain available.”

R. Nureliyev also explained the most common reasons for rejection during the transfer process, saying they are mainly linked to inconsistencies in the language of instruction and the foreign language:

“For example, if a student is educated in the Russian section but the school to which the application is submitted does not provide instruction in the Russian section, the application is rejected outright. In this case, parents are advised to apply to another school that uses the language of instruction their child is studying in.”

Student transfers are administered through the online system to match available school places with applicants while taking grade requirements, residence information and the language of instruction into account.
