Azerbaijan is prioritizing the development of smarter and more sustainable urban systems as part of its post-conflict reconstruction efforts. Emin Huseynov, the Special Representative of the President of Azerbaijan in the Aghdam, Fuzuli, and Khojavand districts, emphasized this during the "Housing at the center of post-crisis recovery and reconstruction" event held within the framework of the 13th Session of the UN World Urban Forum (WUF13).

According to the Operative Information Center-OMM, Huseynov stated that housing provision is the primary pillar of recovery because it restores dignity, stability, and public trust. "When families return to safe homes, schools reopen, local economies revive, social bonds are rebuilt, and communities regain their confidence in the future," he noted. He further highlighted that a significant number of former internally displaced persons (IDPs) have already returned to reconstructed communities in the liberated territories, with thousands more expected to relocate in the coming years.

The World Urban Forum, established by the United Nations, is the premier global conference on sustainable urbanization and the future of cities. Azerbaijan's active participation in WUF13 aligns with its extensive "Great Return" program, which aims to revitalize territories in Garabagh and East Zangazur. These reconstruction efforts focus on integrating "smart city" and "smart village" concepts to ensure environmental sustainability, energy efficiency, and modern living standards for returning citizens in Azerbaijan.
