Toll fees set for Ahmadbayli–Fuzuli–Shusha highway

The Tariff Council has established toll fees for the alternative highway connecting to Shusha. Operative Information Center-OMM reports this, citing the Council.

The Council noted that the Ahmadbayli–Fuzuli–Shusha highway was constructed as part of the large-scale restoration and reconstruction efforts in the liberated territories of Azerbaijan. This infrastructure project aims to enhance the region's socio-economic development, utilize its tourism potential, and expand transport connectivity between strategic areas.

By a decision of the Cabinet of Ministers dated April 1, 2026, this route was designated as a toll road. Under current legislation, toll roads may be established provided that a free alternative road meeting state quality standards remains available to the public.

The State Agency of Azerbaijan Automobile Roads submitted a request to the Council for the approval of toll rates, which was reviewed and finalized today.

The approved toll rates, including VAT, are as follows:

  • Passenger cars and vehicles up to 3.5 tons: 8.6 qepiks per km (6.99 AZN for the entire route).
  • Vehicles exceeding 3.5 tons and other machinery: 10.6 qepiks per km (approximately 8.62 AZN for the entire route).
  • Buses: 7.1 qepiks per km (5.77 AZN for the entire route).
  • Vehicles with trailers, semi-trailers, and those with 3 or more axles: 17.7 qepiks per km (14.39 AZN for the entire route).

The Ahmadbayli–Fuzuli–Shusha highway is 19.7 km shorter than the traditional route and features higher speed limits. These factors will allow users to save both time and fuel.

During the meeting, the Council also set toll rates for motorcycles: 4.65 qepiks per km for the Ahmadbayli–Fuzuli–Shusha highway and 5 qepiks per km for the M-1 Baku–Guba–Russian state border highway.

Revenue generated from these tolls will be allocated toward the maintenance, protection, and repair of toll highways, relevant toll collection points, and other roads of national and local significance, as well as financing the design, reconstruction, and construction of new road infrastructure.

The decision will come into effect tomorrow.
