Milli Majlis approves tax exemptions for WUF13 in Baku

The Milli Majlis (National Assembly) has approved a bill in its first reading providing for a series of tax exemptions related to the hosting of the 13th session of the World Urban Forum (WUF13) in Azerbaijan. The proposed amendments to the Tax Code were discussed during today's plenary session of the parliament.

According to the Operative Information Center-OMM, the project deems it appropriate to apply tax exemptions for non-resident persons in connection with the event, citing the necessity of organizing WUF13 at the highest international level.

The proposed tax incentives include the following:

Exemption from income tax for non-resident individuals involved in the supply of goods, performance of work, and provision of services within the framework of WUF13;

Exemption from profit tax for royalty income paid to non-resident legal entities based on contracts for the use of or granting the right to use copyrights on intangible assets;

Profit tax concessions on income obtained by non-resident legal entities from the performance of work and provision of services;

Exemption from value-added tax (VAT) for the execution of work and services by non-resident persons under contract, as well as for the import of goods based on relevant supporting documents.

It was noted that all tax exemptions and concessions will be applied for a period of one year based on relevant supporting documentation. The incentives are intended to be in effect for one year starting from September 1, 2025.

The World Urban Forum, established by the United Nations in 2001, is the premier global conference on sustainable urbanization. Hosting WUF13 in Baku underscores Azerbaijan's growing role as a hub for international dialogue and its commitment to the UN Sustainable Development Goals. The event is expected to bring together thousands of participants, including government officials, urban planners, and civil society representatives, to discuss the future of cities and urban settlements.

At the conclusion of the discussions, the draft amendment to the Tax Code was put to a vote and adopted in the first reading.
