President Ilham Aliyev signs decrees on public sector wages

President Ilham Aliyev signed several decrees on March 19 regarding the regulation of wages in the public sector in Azerbaijan. According to the Operative Information Center-OMM, the documents signed by the head of state apply to employees of public legal entities created on behalf of the state and funded by the state budget, as well as personnel from other state bodies operating within the State Agency for Public Service and Social Innovations and its subordinate "ASAN service" centers. The reforms also encompass members of the Central Election Commission (CEC) and employees of the prosecution authorities.

Furthermore, the decrees signed by President Ilham Aliyev cover the heads of various state bodies and their deputies, civil servants serving in state agencies, and those holding administrative and auxiliary positions within the civil service. These measures are part of a broader initiative to streamline the compensation framework across the Republic of Azerbaijan's governmental institutions, ensuring a more standardized approach to public sector remuneration.

As part of the recent reforms aimed at improving the salary system in the civil service, the existing reward mechanism is slated for abolition. These changes are reflected in the Law "On Civil Service" and other legislative acts recently adopted by the Milli Majlis (National Assembly). Under the new approach, bonuses paid from the state budget—including both collective and individual rewards—will be completely eliminated. Consequently, the additional incentive payments previously granted for the performance of civil servants will no longer exist, as the wage system transitions toward a more unified and transparent structure.

In recent years, Azerbaijan has consistently implemented socio-economic reforms to enhance the efficiency of state administration and ensure the social protection of public sector employees. The transition to a unified salary system is designed to eliminate discrepancies in pay across different departments and increase fiscal accountability. By integrating previous bonus structures into a fixed wage format, the government aims to provide more predictable and stable income for thousands of employees across the capital, Baku, and regional centers throughout the country.
