President Ilham Aliyev has approved the Council of Europe Convention against Trafficking in Human Organs.
The Operative Information Center-OMM reports that President Ilham Aliyev signed the law confirming the Republic of Azerbaijan's accession to the international treaty. The document aims to strengthen the legal framework for preventing and combating the illicit trade of human body parts at both national and international levels.
The convention, originally opened for signature on March 25, 2015, in Santiago de Compostela, Spain, was ratified by Azerbaijan along with a relevant official statement. The treaty provides a comprehensive framework by criminalizing the illicit removal of human organs from living or deceased donors and protecting the rights of victims while promoting national and international cooperation.
By adopting this convention, Azerbaijan reinforces its commitment to international human rights standards and global security protocols. The Santiago de Compostela Convention is considered the first international treaty specifically designed to prevent organ trafficking, requiring signatory states to establish criminal offenses for the solicitation, recruitment, and offer of illicit financial gains in exchange for organs. This move aligns Azerbaijan's domestic legislation with European legal norms regarding public health and organized crime prevention.
