The Cabinet of Ministers of the Republic of Azerbaijan has introduced amendments to the "Rules for the issuance of certificates, licenses, or permits to aviation personnel and the recognition of analogous documents issued in other states," originally approved by the decree dated April 11, 2025.
According to the Operative Information Center-OMM, Prime Minister Ali Asadov has signed a new decree formalizing these changes.
Under the updated regulations, the State Civil Aviation Agency under the Ministry of Digital Development and Transport is authorized to convert aviation personnel certificates issued by other member states into Azerbaijani national certificates. This process must align with the requirements of the Chicago Convention, its Annex 1, and the ICAO "Doc 9379" manual, which outlines procedures for establishing and managing a state's personnel licensing system.
The Agency retains the right to require applicants to undergo additional training or examinations during the conversion process to ensure compliance with national safety and operational standards.
This regulatory update is part of Azerbaijan's ongoing efforts to harmonize its civil aviation standards with international protocols. By streamlining the recognition of foreign credentials, the country aims to facilitate the mobility of aviation professionals while maintaining strict adherence to global safety benchmarks set by the International Civil Aviation Organization (ICAO).
