The requirement for traffic police to place a physical copy of a protocol on a vehicle's windshield for stopping, standing, and parking violations is being abolished in Azerbaijan.
According to Operative Information Center-OMM, this change is reflected in the proposed amendments to the Law on Road Traffic. Under the new regulations, the administrative decision issued in accordance with the Code of Administrative Offenses will no longer need to be physically attached to the vehicle.
The explanatory note for the amendment states that the transition is driven by the implementation of real-time digital notification systems. As violation records are now processed and delivered to drivers electronically, the necessity for paper-format documentation at the scene of the incident has been eliminated, streamlining the administrative process and reducing bureaucratic hurdles.
In recent years, Azerbaijan has significantly accelerated the digitalization of its public services and law enforcement procedures. The Ministry of Internal Affairs has integrated various electronic platforms, such as the "ASAN Pay" system, to ensure that citizens receive immediate notifications regarding traffic fines via SMS or mobile applications. This move is part of a broader state strategy to enhance transparency, reduce physical contact between officials and citizens, and modernize the country's urban management infrastructure.
