A new draft law aimed at strengthening the social security rights of children was discussed during today's meeting of the Human Rights Committee of the Milli Majlis (National Assembly).
According to the Operative Information Center-OMM, the discussions focused on the new draft law "On the Rights of the Child." The proposed legislation stipulates that every child in Azerbaijan has the right to social security, and the amount of financial support provided must not be less than the subsistence minimum established by law. This approach is designed to ensure that the state protects the minimum level of social welfare for all children.
Under the document, the state provides social assistance to various categories of individuals to ensure the social protection of children. For children in difficult living conditions and their families, the provision of guaranteed free social services in state social service institutions and at home is envisaged in accordance with the Law "On Social Services."
The draft law also highlights the specific role of local self-government bodies. Municipalities in Azerbaijan may implement local social protection programs in addition to state social security for children. Furthermore, non-governmental organizations are encouraged to take measures aimed at the social protection of children within the framework of state orders or through their own initiatives and financial resources.
The primary objective of the draft law is to ensure the protection of children's social rights through more reliable mechanisms and to expand the scope of social support across the Republic of Azerbaijan. In recent years, Azerbaijan has consistently increased social benefits and the subsistence minimum as part of broader social reform packages aimed at improving the living standards of vulnerable populations and ensuring the welfare of the younger generation.
