The Azerbaijan Land Transport Agency (AYNA), operating under the Ministry of Digital Development and Transport, has launched the "Digital Finance" project in collaboration with the Innovation and Digital Development Agency (IRIA) and major taxi ride-hailing operators.
According to the Operative Information Center-OMM, citing AYNA, the "Digital Finance" project, supported by IRIA, has introduced new digital solutions for two major taxi booking operators, "Bolt" and "Uber/Yango."
The initiative is designed to increase transparency in the taxi market, automate document verification processes, strengthen oversight of driver requirements, and improve safety and service quality for passengers. The core objective of the project is to ensure that during the registration of new drivers on operator mobile applications, essential documents—specifically the "Special Training Certificate" and the "Permit Card"—are automatically verified in real-time through a technological integration.
Furthermore, drivers are now required to provide consent via their "myGov" personal accounts to share their "Special Training Certificate" data. Previously, the verification of these documents was performed manually by taxi operators, which created loopholes allowing individuals without valid permits or training to register and operate as drivers. With this new integration, the system will automatically validate the existence of these documents, effectively preventing unauthorized individuals from operating within the taxi service networks.
This project is part of a broader effort by the Azerbaijani government to modernize the transport sector and enhance public safety. By digitizing regulatory compliance, the authorities aim to standardize the quality of taxi services across the country, ensuring that all drivers meet the established legal and professional criteria before they are permitted to transport passengers.
