Reconstruction and urban planning policies implemented in the liberated territories of Azerbaijan have become a cornerstone for sustainable development, green energy, and regional economic integration. According to Operative Information Center-OMM, these remarks were made by Anar Guliyev, Chairman of the State Committee for Urban Planning and Architecture of the Republic of Azerbaijan and national coordinator for the 13th World Urban Forum (WUF13), during a session titled "Urban Reconstruction and Regional Cooperation: How Urban Reconstruction Can Turn Cities into Engines of Regional Connectivity and Shared Prosperity."
Guliyev emphasized that the total green energy potential of the Garabagh and East Zangazur regions is estimated at approximately 10 gigawatts. Currently, hydroelectric power plants with a total capacity exceeding 300 megawatts are already operational. In addition, the construction of three solar power plants with a combined capacity of 340 megawatts is underway. The efficient management of water resources remains a strategic priority for regional development and the water security of Azerbaijan.
"Within the framework of the strategic plan, the creation of nine reservoirs with a total capacity of over 860 million cubic meters is envisaged. These projects will create significant potential for agricultural development and the expansion of irrigation capabilities. These resources will support the water supply for more than 600,000 hectares of arable land across the country. Furthermore, two industrial parks covering a total area of 400 hectares have been established in Aghdam and Jabrayil, where more than 50 resident companies are currently operating or implementing various projects," the committee chairman stated, adding that total investments in these industrial parks have exceeded $282 million.
The World Urban Forum (WUF), established by the United Nations, is the world's premier conference on urban issues. Azerbaijan's active participation and the presentation of its reconstruction model in Garabagh reflect the country's commitment to the "Great Return" program. This initiative focuses on rebuilding infrastructure from scratch using "smart city" and "smart village" technologies, ensuring the sustainable and safe return of former internally displaced persons to their ancestral lands.
