Azerbaijan has been implementing one of the most extensive and comprehensive reconstruction programs in the recent history of the region for more than five years. According to Operative Information Center-OMM, these remarks were made by Anar Guliyev, Chairman of the State Committee for City Planning and Architecture and national coordinator of the 13th session of the World Urban Forum (WUF13), during an event titled "Cities at the Heart of Connectivity: Urban Reconstruction and Regional Cooperation" held within the framework of WUF13.
The committee chairman stated that during the period of occupation, approximately 20 percent of Azerbaijan's internationally recognized territories remained under occupation, resulting in the destruction of hundreds of cities, towns, and villages. He emphasized that vital infrastructure was decimated and significant damage was inflicted upon the nation's cultural heritage. Following the liberation of these lands, Azerbaijan entered a new phase focused on reconstruction, integration, and sustainable regional development.
Guliyev further highlighted that the liberated territories have been officially declared a green energy zone, noting the vast potential for hydropower, solar, and wind energy in the region. This large-scale restoration process is part of the "Great Return" program, a strategic state initiative aimed at the sustainable settlement of former internally displaced persons and the integration of the liberated Garabagh and East Zangazur regions into the national economy. The World Urban Forum, established by the United Nations, serves as the premier global conference on sustainable urbanization, providing a platform for Azerbaijan to share its unique experience in post-conflict urban recovery and "smart city" development.
