In accordance with legislative requirements, the operation of toll roads is permitted provided that a toll-free alternative route meeting state standards is available to ensure freedom of choice for citizens.
According to information provided by the State Agency of Azerbaijan Automobile Roads (AAYDA) to the Operative Information Center-OMM, the Zafar Road currently serves as the toll-free alternative route for this direction.
Consequently, motorists have the flexibility to choose between the paid Ahmadbayli–Fuzuli–Shusha highway and the toll-free Zafar Road, depending on their preference. Both routes facilitate connectivity to the liberated territories, supporting the ongoing infrastructure development in the region.
The construction of modern road infrastructure in the Garabagh and East Zangezur economic regions is a strategic priority for the government of Azerbaijan.
