Azerbaijan to introduce tax and customs breaks for AI sector

Azerbaijan will extend the "Investment Promotion Document" mechanism to the artificial intelligence (AI) sector by the end of this year, introducing a comprehensive suite of incentives for technology companies.

According to Operative Information Center-OMM, these measures are outlined in the "Action Plan for 2026–2028 on Accelerating Digital Development," which was approved today by President Ilham Aliyev.

The document stipulates the drafting of new legal frameworks to provide state support for the implementation of AI technologies. These initiatives include significant tax, customs, and social insurance benefits specifically tailored for the artificial intelligence, innovation, and high-technology sectors. To streamline the process, an Electronic Application System (single window) will be launched, allowing AI-driven enterprises to access these benefits efficiently.

The implementation of the Action Plan will be financed through the state budget of the Republic of Azerbaijan and other legally authorized sources. This strategic move is part of Azerbaijan's broader digital transformation agenda, aimed at diversifying the national economy and positioning the country as a regional hub for technological innovation. By fostering a favorable fiscal environment, the government seeks to attract both domestic and foreign investment into high-value-added industries, ensuring sustainable growth in the post-oil era.
