Azerbaijan updates banking legislation to include digital nomads

Azerbaijan is set to update its legislation on banking to include provisions for digital nomads, marking a significant step in the country's efforts to modernize its financial sector and attract international professionals.

According to the Operative Information Center-OMM, these amendments were discussed during a session of the Milli Majlis (National Assembly) Committee on Economic Policy, Industries, and Entrepreneurship. The proposed changes to the Law on Banks aim to clarify the regulatory framework for non-resident digital workers operating within the country.

Under the proposed legislation, digital nomads will be able to open accounts at authorized banks using only their identity documents and a signature specimen card. Furthermore, the draft law introduces enhanced data security protocols; based on a client's electronic consent provided through the E-Government Information System, account information may be transmitted to account information service providers in accordance with the Law on Payment Services and Payment Systems.

The banking sector in Azerbaijan has been undergoing a digital transformation in recent years, driven by the Central Bank of Azerbaijan's strategic initiatives to promote cashless payments and digital financial inclusion. By integrating digital nomads into the formal banking system, the government aims to further align its financial regulations with international standards, facilitating easier integration for foreign specialists working remotely from Azerbaijan.
