Preliminary investigation concludes in 14-year-old criminal case

The preliminary investigation into a serious criminal case involving a Ganja resident, Ismayil-Nejat Elgun, has been concluded. The case concerns events dating back to December 24, 2012, when a murder and an attempted murder occurred on the territory of Russia.

According to information provided to the Operative Information Center-OMM by the press service of the Prosecutor General's Office, the criminal case was originally initiated by the Korolyov City Investigation Department of the Investigative Committee of the Russian Federation for the Moscow region. The charges stem from the murder of Alas Suleymanov and the attempted murder of Sakhavat Gurbanov.

Based on evidence gathered during the initial investigation, a decision was made on February 21, 2013, to charge Ismayil-Nejat Elgun (born 1987, a resident of Ganja) as a suspect. As he evaded investigation, he was subsequently declared wanted. In August 2021, a decision was made to transfer the criminal case to Azerbaijan for further proceedings. Upon receipt by the Prosecutor General's Office of Azerbaijan, the case was forwarded to the Ganja City Prosecutor's Office.

Following continued search operations, Ismayil-Nejat Elgun was apprehended on February 7, 2026. A Ganja court subsequently ordered his detention as a preventive measure. Evidence collected during the investigation indicates that the suspect, motivated by a dispute, attacked Sakhavat Gurbanov with a sharp object outside an auto repair shop. Alas Suleymanov, who intervened to protect Gurbanov, was intentionally killed by the suspect during the altercation.

Based on the gathered evidence, Ismayil-Nejat Elgun has been charged under Articles 120.2.2 (intentional murder with hooligan motives), 120.2.3 (intentional murder of a person in connection with the performance of their public duty), 29, 120.2.10 (attempted intentional murder), and 221.3 (hooliganism) of the Criminal Code of the Republic of Azerbaijan. The case has been sent to the Ganja Court for Grave Crimes for further adjudication.
