North Korea has warned the United Nations about Japan’s “attempts at rearmament”, while describing the emergence of a multipolar world as an “irresistible trend of the times”.
Addressing the 81st session of the UN General Assembly in New York on Monday, North Korean Vice Foreign Minister Kim Son-gyong accused Japan of exploiting the current volatile international environment, according to the source report.
North Korea criticises Japan’s military policy
Kim said Japan had accelerated its rearmament efforts with an “unprecedented” commitment. He cited the revision of the country’s Peace Constitution, the abandonment of its “exclusively defence-oriented policy”, changes to its military structure and an arms buildup.
“Such actions are casting war clouds over the entire region,” Kim said.
He added that, under the stated goal of developing “counterattack capability”, Japan had advanced the development and deployment of long-range attack weapons capable of reaching neighbouring countries.
Criticism of US-Japan-South Korea military cooperation
Kim condemned recent joint military exercises involving the United States, Japan and South Korea. He accused Washington of working with its allies to revise and update scenarios for a nuclear conflict with North Korea through what he called “provocative war rehearsals” and military expansion.
“The US-Japan-South Korea military alliance, unmistakably aimed at the DPRK, is being evolved by the United States into a more offensive and aggressive military bloc with a nuclear element,” he said, using North Korea’s official name, the Democratic People’s Republic of Korea.
The North Korean official reiterated that his country’s nuclear status was permanently established and could not be reversed under any circumstances.
“The status of the Democratic People’s Republic of Korea as a nuclear weapons state ... can never be reversed in any circumstances or by any means,” Kim said.
Call for a more equal international order
Kim said multilateralism and multipolarisation had become an “irresistible aspiration and trend of the times” based on justice and equality. He argued that the era in which one country could impose its will on the rest of the world had ended.
He also indirectly referred to the US-Israeli war on Iran as “state-sponsored terrorism”, saying the new year had begun with a “world-startling” act followed by other serious incidents worldwide.
Kim urged the UN to protect its authority and future by promoting equality and cooperation among sovereign states. He said the organisation should no longer be used for the political purposes of “specific forces”.
He also pointed to the effects of abnormal climate conditions, including record heat, droughts, heavy rainfall and floods, which he said were threatening human survival in many countries and regions.
Combined with the spread of communicable diseases and rising oil prices, these developments had deepened the global socio-economic crisis, Kim added.
