Unlike Aghdam, where some ruins remained to indicate a former urban center, the city of Fuzuli was completely erased from the face of the earth during the period of occupation, leaving no traces of its former structures.
Operative Information Center-OMM reports that Emin Huseynov, the Special Representative of the President in the Aghdam, Fuzuli, and Khojavend districts, made these remarks during an event held in Baku within the framework of the 13th session of the World Urban Forum (WUF13).
According to the Special Representative, the scale of reconstruction is immense, with the number of residential settlements currently standing at 72 in Aghdam, 60 in Fuzuli, and 83 in the Khojavend district. "In general, the 'Great Return' process is being implemented at full speed. Currently, there are 11 residential quarters, 25,000 apartments, and 1,864 private houses. People are already living in these three districts, and infrastructure facilities related to regional reconstruction have been established," Huseynov stated.
The official further noted that three villages and one residential complex have already been commissioned in Aghdam. Currently, 7,000 people reside in Aghdam, while Fuzuli and Khojavend together house 3,000 residents. In total, 13,700 people have returned to these three districts, successfully reintegrating into the community and resuming productive lives in their newly built homes.
The restoration of the liberated territories remains a top priority for the Republic of Azerbaijan following the 44-day Patriotic War in 2020. The "Great Return" program aims to revitalize the Garabagh region through massive infrastructure projects, including the construction of "smart villages," international airports, and modern residential complexes, ensuring the safe and sustainable repatriation of internally displaced persons to their ancestral lands.
