On April 22, a ceremony for the exchange of documents signed between the Republic of Azerbaijan and the Republic of Latvia took place with the participation of President Ilham Aliyev and the President of the Republic of Latvia, Edgars Rinkevics.

According to the Operative Information Center-OMM, the heads of state first adopted the "Joint Statement of the President of the Republic of Azerbaijan and the President of the Republic of Latvia." Following the adoption of the statement, several key bilateral documents were exchanged between high-ranking officials of both nations.

Interior Minister Vilayat Eyvazov and the Latvian State Minister for Internal Affairs, Dimitrijs Trofimovs, exchanged the "Agreement on cooperation between the Ministry of Internal Affairs of the Republic of Azerbaijan and the Ministry of Internal Affairs of the Republic of Latvia." Furthermore, Foreign Minister Jeyhun Bayramov and Latvian Foreign Minister Baiba Braze exchanged a "Memorandum of Understanding on cooperation in the consular field between the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Ministry of Foreign Affairs of the Republic of Latvia."

In the agricultural sector, Minister of Agriculture Majnun Mammadov and his Latvian counterpart Armands Krauze exchanged a "Declaration of Intent on cooperation in the field of agriculture" as well as a "Memorandum of Understanding on cooperation in the field of plant health and plant protection." Additionally, the Chief of the State Border Service of Azerbaijan, Colonel-General Elchin Guliyev, and the Chief of the State Border Guard of Latvia, General Guntis Pujats, exchanged the "Bilateral Cooperation Plan for 2026-2027."

The strengthening of relations between Azerbaijan and Latvia reflects a growing strategic partnership within the context of Azerbaijan's broader engagement with European Union member states. Latvia has historically maintained a position of supporting the territorial integrity and sovereignty of the Republic of Azerbaijan. This latest series of agreements is designed to enhance security coordination, facilitate agricultural trade, and modernize consular services, further solidifying the diplomatic and economic ties between Baku and Riga.
