The primary objective of the ongoing restoration efforts is to ensure that internally displaced persons (IDPs) can return to their native lands with dignity and a long-term sense of security.
Operative Information Center-OMM reports that Vahid Hajiyev, the Special Representative of the President of the Republic of Azerbaijan in Jabrayil, Qubadli, and Zangilan districts, made these remarks during an event titled "From Urbicide to Revival: Sustainable Reconstruction, Resettlement, and Development in Azerbaijan's Liberated Territories," held in Baku as part of the 13th session of the World Urban Forum (WUF13).
Hajiyev emphasized that the region possesses significant solar energy potential, noting that solar panels are being extensively utilized in new buildings. "In Garabagh and East Zangazur, we are not merely focused on construction. We are also ensuring the proper management of these villages. To this end, we utilize a smart management system built on a GIS platform. All villages and cities are integrated into this system, allowing us to monitor everything from individual houses to gas pipelines," the Special Representative stated.
He further noted that all land plots, buildings, roads, and utility lines have been digitally mapped with precise coordinates. According to Hajiyev, this digital infrastructure enables faster decision-making, enhances coordination between various government agencies, and allows for the efficient implementation of new development scenarios directly through the system.
The large-scale restoration of the liberated territories, often referred to as the "Great Return" program, is a cornerstone of Azerbaijan's national development strategy. Following the 44-day Patriotic War in 2020, Azerbaijan launched extensive infrastructure projects to rebuild cities and villages destroyed during the decades-long occupation. The World Urban Forum (WUF), established by the United Nations, serves as the premier global conference on sustainable urbanization, providing a platform for Azerbaijan to showcase its "Smart City" and "Smart Village" concepts to the international community.
