Azerbaijan expands powers of enforcement officers

The powers of enforcement officers in Azerbaijan have been expanded following the approval of new legislative amendments. According to Operative Information Center-OMM, President Ilham Aliyev has signed the decree amending the Law "On State Enforcement Officers."

The document clarifies the procedures for enforcement officers to direct claims toward a debtor's financial assets. Under the new regulations, enforcement officers are authorized to levy claims against a debtor's property, including cash, funds held in accounts and deposits at banks or other credit institutions, electronic money organizations, as well as other wealth held in storage. This update modernizes the previous framework, which primarily focused on traditional bank accounts and physical valuables, by explicitly incorporating electronic money and a wider range of financial holdings.

The expansion of these powers is part of Azerbaijan's broader legal reforms aimed at increasing the efficiency of judicial decisions and ensuring the timely recovery of debts. By integrating electronic money organizations into the scope of enforcement, the Republic of Azerbaijan aligns its debt collection mechanisms with the growing digitalization of the financial sector. These measures are expected to streamline the enforcement process and reduce the instances of debtors concealing assets in non-traditional financial platforms.
