Since May 10, 2024, a total of 1,411 people, representing 377 families, have been resettled in Shusha. As part of the first residential complex project, 23 multi-apartment buildings containing 450 apartments have been commissioned for the returning residents.
According to Operative Information Center-OMM, these figures were disclosed by Aydin Karimov, the Special Representative of the President in Shusha, during an event titled "Post-Conflict Urban Planning: Restoring Destroyed Identity and Rebuilding an Integrated Future." The event was held at the Azerbaijan pavilion within the framework of the 13th Session of the United Nations World Urban Forum (WUF13).
The Special Representative noted that several other residential complexes are currently under construction to accommodate more families. Furthermore, essential social infrastructure has been established, including a school for 960 students, a Treatment-Diagnostic and Health Center, and a State Services Center. Restoration work is also ongoing at the historic Girls' Gymnasium School.
The resettlement of Shusha is a key component of the "Great Return" program, a strategic state priority aimed at the sustainable development and repopulation of territories liberated from occupation. Shusha, declared the cultural capital of Azerbaijan, is undergoing extensive restoration to preserve its historical identity while integrating modern urban infrastructure to support a growing permanent population.
