When is a referral not required?

Citizens can visit state medical institutions under the jurisdiction of TƏBİB (Management Union of Medical Territorial Units) for specialized outpatient care and physician consultations without a formal referral. The common misconception that a referral is mandatory for all specialized care, excluding emergency situations, is incorrect.

When is a referral necessary?

If the required service within the Benefit Package cannot be provided at the state medical facility where the patient first presents, the family physician or attending doctor may refer the patient to an appropriate private or specialized state institution that has a contract with the State Agency for Mandatory Health Insurance. The referral is generated electronically through the official information system and can be viewed via official channels such as the e-Təbib mobile application.

  1. First, undergo an examination at a state medical facility.
  2. Confirm whether the service prescribed by the doctor is available at that facility.
  3. If a referral is issued, verify the details regarding the institution, the specific service, and the validity period.
  4. Present the official referral when visiting the contracted medical facility.

When might out-of-pocket payments occur?

If a citizen visits a contracted private medical facility directly without obtaining the required referral, they may be responsible for paying for the service out-of-pocket. It is important to note that rules for emergency and urgent care differ significantly. Citizens are advised to verify whether a specific service is included in the Benefit Package and to check the application conditions via the State Agency's official online search system.

The mandatory health insurance system in Azerbaijan was implemented to ensure equitable access to quality healthcare services for all citizens.
