Azerbaijan to implement veto mechanism for digital projects

Azerbaijan will establish a centralized mechanism for the coordination of digital development expenditures across state bodies by the end of this year to ensure efficient budget allocation.

According to Operative Information Center-OMM, this initiative is part of the "Action Plan for 2026-2028 on Accelerating Digital Development," which was approved today by President Ilham Aliyev. The primary objective of the document is to classify digital development budgets and adopt regulations aimed at preventing the creation of duplicate systems within government institutions.

The plan introduces a veto mechanism to halt the financing of digital projects that do not align with Azerbaijan's strategic goals, specifically those failing to prioritize the transition to cloud technologies, the application of artificial intelligence, and access to professional consulting services. Funding for the measures outlined in the Action Plan will be provided through the state budget and other legally authorized sources.

This strategic move follows Azerbaijan's ongoing efforts to modernize its digital infrastructure and enhance the efficiency of its e-government ecosystem. By centralizing the oversight of digital investments, the government aims to foster a more integrated technological landscape, reducing waste and ensuring that all public digital initiatives contribute directly to the country's long-term economic and technological competitiveness.
