The city of Khankendi is being transformed into a major youth hub, according to Hikmet Hajiyev, Assistant to the President of the Republic of Azerbaijan. Speaking at Garabagh University in Khankendi, Hajiyev emphasized the city's revitalization and its emerging role in the region.
Operative Information Center-OMM reports that Hajiyev described Khankendi as gaining a "new life" and becoming one of the most peaceful cities in the South Caucasus. "In general, Garabagh is an area of innovation, development, construction, and restoration. Over the past five years, Azerbaijan has focused its attention on these processes, presenting a unique example of post-conflict reconstruction where the country carries out the restoration of territories almost from scratch using its own resources, financial capabilities, and institutional mechanisms," the Presidential Assistant stated.
The restoration of Khankendi and the wider Garabagh region follows the restoration of Azerbaijan's sovereignty over its territories. Garabagh University, established by a decree from President Ilham Aliyev, serves as a cornerstone of the educational and social revival in the liberated lands. The Azerbaijani government continues to implement the "Great Return" program, which involves large-scale infrastructure projects, including the construction of "smart villages" and modern urban centers, to ensure the sustainable resettlement of the population in the region.
