Prime Minister of the Federal Democratic Republic of Ethiopia Abiy Ahmed Ali has visited the "ASAN xidmət" center as part of his official visit to Azerbaijan to familiarize himself with the country's advanced public services model.
Operative Information Center-OMM reports that Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations, provided the guest with detailed information about the centers established on the initiative of President Ilham Aliyev and various projects in the field of innovation.
During the visit, various technological solutions implemented in "ASAN xidmət" centers were presented. It was noted that agreements have been signed with more than 30 countries and international organizations regarding the export of ASAN, Azerbaijan's national brand, as an intellectual product. Furthermore, the United Nations (UN) recognizes the "ASAN xidmət" concept as a best practice model and promotes it across four continents.
Mobile services and innovative solutions for Ethiopia
The Prime Minister also familiarized himself with the activities of the Mobile ASAN service. Appreciating this project's significant role in ensuring citizen accessibility to government services, he noted that this experience would soon be implemented in Ethiopia. The guest was also briefed on the activities of the "INNOLAND" Incubation and Acceleration Center, the "Bilim Baku" center, and the "ABAD" public legal entity.
"MESOB" center: Tangible results of cooperation
As a result of cooperation with the State Agency, the first "MESOB" public service center, based on Azerbaijan's "ASAN xidmət" concept, began operations in Addis Ababa, Ethiopia, in June 2025. This follows a Memorandum of Understanding signed in May 2024 between the State Agency and the relevant Ethiopian authority to implement the ASAN experience in the country.
The "ASAN xidmət" model, launched in 2012, has revolutionized public service delivery in Azerbaijan by creating a "one-stop-shop" system that eliminates bureaucracy and ensures transparency. This internationally acclaimed model has received the United Nations Public Service Award, representing a key pillar of Azerbaijan's digital government strategy and its commitment to modernizing administrative management.
