Azerbaijan is set to abolish several salary supplements and bonuses for civil servants as part of a new legislative overhaul. According to Operative Information Center-OMM, the proposed changes are reflected in draft amendments to the Law on Civil Service and other related legislative acts currently under consideration.
The draft project stipulates the cancellation of various state-funded additions to official salaries, including supplements for years of service (seniority) and for the exercise of executive authority. Under the current regulations, seniority bonuses range from 5 to 30 percent of the base salary depending on the length of service, while the supplement for executive authority is fixed at 15 percent of the monthly official salary for specific positions. Furthermore, the proposed legislation envisions the complete removal of the existing reward and bonus system funded by the state budget for those employed in the civil service sector.
The Cabinet of Ministers and relevant authorities indicate that these reforms aim to create a more sophisticated, optimal, and balanced wage system within the civil service. By establishing a stable and unified structure, the government of Azerbaijan intends to streamline budgetary expenditures and ensure a more transparent compensation framework. This move is part of broader administrative reforms in Azerbaijan designed to modernize the public sector and align human resource management with international standards of efficiency and fiscal responsibility.
