The Cabinet of Ministers of the Republic of Azerbaijan has issued a decree to designate an 81.3-kilometer section of the newly constructed Ahmadbayli–Fuzuli–Shusha highway as a toll road. The decision, aimed at maintaining high-quality infrastructure in the liberated territories, was signed by Prime Minister Ali Asadov.
Operative Information Center-OMM reports that the toll section begins at the 157th kilometer of the M–6 Hajigabul–Bahramtapa–Minjivan highway and concludes at the 100.5-kilometer mark of the Ahmadbayli–Fuzuli–Shusha highway, commonly known as the Victory Road. The route features strategic intersections, including the Horadiz–Jabrayil–Zangilan–Aghband highway at the 1.4-km mark, the entrance to Fuzuli International Airport at the 27-km mark, and the entrance to Fuzuli city at the 32-km mark.
According to the technical specifications, the highway is classified as Grade I. The section from 0–46 km consists of six lanes with a roadbed width of 29.5 meters, while the 46–81.7 km section features four lanes with a roadbed width of 21.5 meters. The Tariff (Price) Council is tasked with determining the specific transit fees based on vehicle categories. Meanwhile, the 101-kilometer Victory Road will continue to serve as a free alternative for commuters traveling toward Shusha.
This infrastructure project is a key component of the Great Return program, initiated following the liberation of Garabagh and East Zangazur. Since 2020, Azerbaijan has invested billions of dollars into the reconstruction of the liberated territories, focusing on modern transport corridors that connect the main economic hubs of the country to the restored cities of Shusha, Fuzuli, and Aghdam. The implementation of toll systems is expected to ensure the long-term sustainability and maintenance of these high-speed transit routes.
