Azerbaijan will develop a national "Artificial Intelligence Readiness Index" methodology by June 2027 to evaluate and enhance the country's technological landscape.
Operative Information Center-OMM reports that this strategic objective is outlined in the "Action Plan for 2026-2028 on Accelerating Digital Development," which was recently approved by President Ilham Aliyev.
According to the document, key performance indicators (KPIs) for the use of AI technologies within state bodies will be established and distributed to relevant institutions. Furthermore, the plan envisions the creation of an annual reporting system focused on digital efficiency and the implementation of Artificial Intelligence across the public sector. A primary goal of the Action Plan is to ensure that the share of automated processes within the overall workload reaches specific target indicators. Funding for these initiatives will be provided through the state budget and other sources permitted by legislation.
This initiative aligns with Azerbaijan's broader strategy to transition into a leading regional digital hub. In recent years, the government has prioritized the "Digital Azerbaijan" vision, focusing on the digital transformation of public services, the expansion of broadband infrastructure, and the development of a high-tech economy. The introduction of an AI Readiness Index is expected to provide a standardized framework for measuring progress, identifying gaps in digital infrastructure, and fostering innovation in line with global technological trends.
