New rules for traffic violation protocols: What awaits drivers?

The Milli Majlis (National Assembly) has approved a significant amendment regarding the delivery of fine protocols for parking and standing violations, directly affecting motorists across the country.

Operative Information Center-OMM reports that the proposed changes to the Law on Road Traffic were brought to the floor during today's plenary session of the parliament.

According to the draft law, the requirement to place a physical copy of a fine decision—issued in accordance with the Code of Administrative Offenses for violations of stopping, standing, and parking rules—on the windshield of a vehicle is being officially abolished. Officials stated that because the delivery of these documents is now conducted in real-time (electronically), the necessity for paper formats has been eliminated.

Paper protocols abolished: How will fine notifications be delivered?

Furthermore, the bill establishes new obligations within the norms regulating state registration of vehicles, technical inspections, and the issuance or replacement of driver's licenses as provided in the Law on Road Traffic. Specifically, the electronic delivery of documents will be mandatory for individuals against whom an electronic decision has been made regarding an administrative offense case.

Under the previous Code of Administrative Offenses, the official service of a decision was considered to be the time it was written. Under the proposed amendment, the official time of delivery will be recorded as the moment the SMS notification reaches the driver or the moment the driver accesses the electronic documents via the official portal.

Following discussions, the bill was put to a vote and passed in its first reading. This move is part of Azerbaijan's broader initiative to digitize public services and reduce bureaucratic hurdles. By transitioning to electronic notifications, the government aims to increase the efficiency of the judicial and administrative process, ensuring that drivers are notified of violations instantaneously, thereby reducing disputes over the delivery of physical mail or windshield notices.
