Azerbaijan transitions to electronic mandatory health insurance

The Milli Majlis (National Assembly) has adopted, in the third and final reading, legislation to transition mandatory health insurance certificates to an electronic format within the relevant information system.

According to the "Operative Information Center-OMM", the draft amendments to the laws "On Medical Insurance" and "On the Rights of Persons with Disabilities" were discussed during today's extraordinary session of the parliament.

It was noted that the legislative package was developed to implement the decree of the President of the Republic of Azerbaijan dated March 19, 2026, regarding measures to improve management in the field of mandatory health insurance for the population.

Under the new provisions, the concept of a "mandatory health insurance fund" will be formally added to the Law "On Medical Insurance." Furthermore, the legislation establishes the legal framework for conducting operations related to mandatory health insurance electronically through systems designated by the executive authority. This includes the issuance of outpatient medications by pharmacies based on electronic prescriptions transmitted through the information system.

The adoption of this bill aims to enhance the legal framework for electronic services in the health insurance sector, regulate the issuance of electronic prescriptions, and ensure the creation of digital health insurance certificates. Additionally, the legislation aligns the legal regulation of rehabilitation assessments for persons with disabilities with the updated distribution of powers in the provision of rehabilitation services.

Following the parliamentary discussions, the document was put to a vote and adopted in the third reading.

Context: This legislative update is part of Azerbaijan's ongoing commitment to digitalizing public services. By moving away from paper-based documentation, the government aims to increase transparency, reduce administrative burdens, and improve the efficiency of healthcare delivery across the country, ensuring that citizens have seamless access to insurance benefits and prescribed medications.
