In 2025, Azerbaijan's state budget revenues exceeded forecasts for eight months, while falling short in four months. According to the report by the Operative Information Center-OMM, this data is detailed in the Audit Chamber's opinion on the draft law regarding the "Execution of the 2025 State Budget."
The document indicates that the highest execution level compared to the forecast was recorded in December, reaching 116.5%. This surplus was driven by revenues collected through the Ministry of Economy, payments from budgetary organizations for paid services, and other income, which exceeded forecasts by approximately 11.9% (112 million manats), 34.3% (22.3 million manats), and three times (397.2 million manats), respectively. The high performance in "other income" for that month was primarily attributed to dividend payments.
Conversely, the lowest execution level relative to the forecast was recorded in November at 92.8%. This was due to lower-than-projected inflows through the Ministry of Economy and the State Customs Committee, as well as reduced income from paid services of budgetary organizations and other sources. Similar to the surplus, the lower performance in "other income" was largely linked to dividend fluctuations.
Regarding state budget expenditures, the report notes that spending exceeded forecasts in four months and remained below projections in eight months. The highest execution rate for expenditures was 114.6%, also recorded in December. Analysis shows that the excess spending in December was primarily directed toward capital repairs of non-residential buildings and capital investment expenditures.
The lowest expenditure execution rate was 68.5%, recorded in September, largely due to adjustments in reserve funds and capital investment spending. Overall, state budget expenditures were 0.2 billion manats below the forecast in the first half of the year and 2.6 billion manats below in the second half.
As in previous years, a significant portion of funds—7 billion 189.9 million manats—was spent in December, accounting for 18.6% of the total 2025 state budget expenditures (compared to 17.7% in 2024). This December expenditure figure was 2.5 times (4 billion 334 million manats) higher than the average monthly expenditure of 2 billion 855.9 million manats.
