Penalties for drivers who demonstratively violate traffic rules may be tightened in Azerbaijan.
Operative Information Center-OMM reports that Deputy Minister of Digital Development and Transport Rahman Hummatov made this statement during a roundtable discussion dedicated to the development of transport infrastructure in Baku.
The Deputy Minister noted that ensuring discipline in urban traffic should not be limited solely to fines.
According to him, the primary goal is the formation of a road culture: drivers and pedestrians must approach the rules responsibly, and all road users must respect the laws and traffic signs.
Hummatov emphasized that while certain progress has been achieved in Baku's traffic management in recent years, drivers who intentionally violate the rules remain a concern, as this category poses a serious threat to public safety.

The Deputy Minister specifically identified the occupation of sidewalks by vehicles as a pressing issue. He stated that cars parked on sidewalks restrict the movement of the elderly, persons with disabilities, and parents with children, forcing pedestrians onto the roadway and increasing the risk of accidents.

The speech also addressed the responsibility of pedestrians. It was noted that failing to use designated pedestrian crossings can lead to severe traffic accidents. According to the Deputy Minister, in some cases, individuals cross the road in prohibited areas despite being close to a crossing, creating risks for both themselves and other road users.
Hummatov believes that to solve existing problems, awareness measures must be expanded, while simultaneously making punishment mechanisms stricter for those who deliberately violate traffic regulations.
In recent years, Azerbaijan has significantly invested in modernizing its transport network and integrating smart city technologies to manage traffic flow in the capital. These efforts align with the broader urban development strategy of the Cabinet of Ministers to reduce congestion and improve road safety. The Ministry of Digital Development and Transport continues to collaborate with the Ministry of Internal Affairs to implement stricter monitoring systems and enhance the efficiency of Baku's public transport infrastructure.
