Arayik Harutyunyan, the former leader of the separatist regime in Garabagh, used a notary service at a prison in Baku.
Operative Information Center-OMM reports that Azerbaijan’s Commissioner for Human Rights (Ombudsman), Sabina Aliyeva, told RIA Novosti.
According to the ombudsman, she has held meetings with ethnic Armenians, including Arayik Harutyunyan, during the investigation period, court proceedings, and after their conviction and transfer to a penitentiary facility.
“During the latest meeting, Harutyunyan used a notary service,” Sabina Aliyeva said.
She said members of the ombudsman’s National Preventive Group observed the provision of the service.
The ombudsman did not disclose which specific notary service Harutyunyan used.
In addition, arrangements were made for him to undergo an additional medical examination and hold additional telephone conversations with family members.
Arayik Harutyunyan, one of the former leaders of the separatist regime in Garabagh, is currently serving a prison sentence in Baku. A court sentenced him to life imprisonment.
Azerbaijan’s National Preventive Group monitors the treatment and conditions of persons deprived of their liberty, including through visits to penitentiary facilities. Ombudsman institutions commonly facilitate access to legal, medical and family-contact services for detainees in accordance with applicable procedures.
