Demining operations are not merely a humanitarian activity aimed at saving lives, but also the fundamental pillar of restoration and reconstruction in the liberated territories of Azerbaijan. According to the Operative Information Center-OMM, Vugar Suleymanov, Chairman of the Board of the Mine Action Agency of the Republic of Azerbaijan (ANAMA), made these remarks during an event titled "Reconstruction in Post-Conflict Cities: The Critical Role of Humanitarian Mine Action" held at the Azerbaijan Pavilion within the framework of the 13th session of the World Urban Forum (WUF13) in Baku.
"This activity creates the necessary conditions for the reconstruction of residential buildings, restoration of infrastructure, revival of agriculture, development of transport networks, and the stimulation of economic activity. Within the framework of the 'Great Return' program, demining activities have been fully integrated into the urban planning, reconstruction, and development processes," the ANAMA head emphasized. He noted that the systematic approach ensures that safety measures precede all civil construction projects in the Garabagh and East Zangezur regions.
The "Great Return" program is a comprehensive state strategy of Azerbaijan designed to facilitate the sustainable settlement of former internally displaced persons and the economic reintegration of territories liberated from occupation. Given that these areas are among the most landmine-contaminated regions globally, the work of ANAMA is considered a prerequisite for all developmental initiatives. The World Urban Forum, established by the United Nations, serves as the premier global conference on sustainable urbanization, providing a platform for Azerbaijan to share its unique experience in post-conflict reconstruction and humanitarian mine action.
