The reconstruction process in Azerbaijan's liberated territories is not limited to transport and infrastructure projects but focuses on building a strong economic foundation and ensuring long-term sustainability. Speaking at the "Smart and Sustainable City Projects in Azerbaijan" event held within the framework of the 13th session of the World Urban Forum (WUF13), Vahid Hajiyev, the Special Representative of the President in Jabrayil, Qubadli, and Zangilan districts, emphasized the comprehensive nature of the ongoing restoration.
According to the Operative Information Center-OMM, Hajiyev noted that strategic steps are being taken to create new jobs, expand opportunities for investors, and organize economic activity as efficiently as possible. He specifically highlighted the extensive work being done to modernize railways and major highways. "The main goal is to form sustainable and livable communities. A number of projects, including the villages of Aghali, Mammadbayli, and Khidirli, are being implemented based on this approach. These villages were completely destroyed during the period of occupation and are currently being rebuilt in accordance with UN sustainable development principles. The projects are carried out based on 'smart infrastructure,' digital solutions, and innovative technologies. The goal is not only to create a comfortable living environment but also to form resilient communities," Vahid Hajiyev stated.
The restoration of the liberated territories is a cornerstone of Azerbaijan's "Great Return" program, a large-scale national priority aimed at the safe and dignified repatriation of internally displaced persons to their ancestral lands. Following the 2020 conflict, Azerbaijan has prioritized the Garabagh and East Zangilan economic regions for the implementation of "Smart City" and "Smart Village" concepts. The World Urban Forum (WUF), established by the United Nations, serves as the premier global conference on sustainable urbanization, providing a platform for Azerbaijan to showcase its innovative reconstruction models to the international community.
