The Cabinet of Ministers of the Republic of Azerbaijan has issued a decree regarding the payment of housing rent expenses for state employees and military personnel serving in the territories liberated from occupation. According to the decision, eligible personnel whose registered place of residence is more than 50 kilometers from their place of work—a condition that does not apply to military personnel—will receive a monthly allowance of 100 manats for housing rent.
As reported by the Operative Information Center-OMM, the regulation specifies that the subsidy is provided to only one family member if multiple relatives are employed in these territories. Additionally, an extra 50 manats will be provided for each family member living with the employee, up to a maximum of three people. Heads of state bodies are instructed to coordinate the number of eligible recipients with the Special Representations of the President of the Republic of Azerbaijan or relevant management entities in the liberated territories and submit this data to the Ministry of Finance by July 1 each year.
This initiative is part of the broader "Great Return" program, which aims to revitalize the Garabagh and East Zangazur regions following their liberation. The Azerbaijani government has prioritized the restoration of infrastructure and the resettlement of citizens in these areas. By providing financial incentives and social protection measures for civil servants and military personnel, the state seeks to ensure the efficient operation of administrative bodies and support the sustainable development and security of the liberated territories.
