The state will cover the tuition fees for children of deminers who lost their lives during demining operations in Azerbaijan. President Ilham Aliyev has signed into law amendments to the Tax Code, the Law on Education, and the Law on Demining Activity to formalize these social protections.
According to the Operative Information Center-OMM, the amendments to the Tax Code provide a 400 AZN reduction in the taxable monthly income for family members of deminers killed while performing their duties. Furthermore, the changes to the Law on Education ensure that children of deceased deminers will have their tuition fees paid by the state budget for the duration of their studies (excluding additional education) at any educational institution in Azerbaijan, regardless of its form of ownership.
These measures, set to take effect on September 15, 2026, also apply retroactively to children (up to the age of 23) of deminers who died or succumbed to injuries sustained during operations prior to the law's enactment. Azerbaijan remains one of the most landmine-contaminated countries in the world following decades of occupation. The state continues to prioritize the social welfare of those involved in the massive restoration and demining efforts in the liberated territories of Garabagh and East Zangazur, where clearing operations are vital for the safe return of internally displaced persons.
