Weather conditions in Azerbaijan on February 3 are expected to be changeably cloudy, occasionally gloomy, and primarily dry, according to the National Hydrometeorological Service. The service noted that while most of the country will experience stable conditions, certain areas will see shifts in wind patterns and visibility throughout the day.

According to the Operative Information Center-OMM, fog is anticipated in some parts of Baku and the Absheron Peninsula during the night and morning hours. A mild south-west wind will prevail during the day, followed by an occasional strengthening of the north-west wind in the evening. Temperatures in the capital will range from 4–7°C at night to 8–12°C during the day. In the regions of Azerbaijan, weather will remain mostly rainless; however, intermittent precipitation and snow in mountainous areas are expected during the night and evening, with some regions potentially seeing more intense rainfall.

The National Hydrometeorological Service, operating under the Ministry of Ecology and Natural Resources, regularly monitors atmospheric conditions across Azerbaijan's diverse climate zones. February typically marks a transitional period in the country, where mild coastal weather in the Absheron Peninsula often contrasts with significant snowfall in the Greater and Lesser Caucasus mountains. Such forecasts are critical for maritime operations in the Caspian Sea and agricultural planning in the central lowlands, where daytime temperatures in some regions are expected to reach as high as 18°C.
