President Ilham Aliyev signs decree on real estate cadastre

President Ilham Aliyev has signed a decree approving the new “Rules for maintaining the state cadastre of real estate.”

According to the Operative Information Center-OMM, this legislative update aligns with Article 5.3 of the Law “On the state cadastre of real estate, monitoring of lands, and land management,” establishing a comprehensive framework for property registration relations in Azerbaijan.

Under the new regulations, the cadastral registration of real estate involves the formal entry of quantitative and qualitative data into the state cadastre, thereby officially recognizing the existence and status of the property by the state. This process is designed to enhance transparency and security in property rights.

The state cadastre is the property of the Republic of Azerbaijan. It is maintained by the State Service for Property Issues under the Ministry of Economy through the “Electronic Registry and Cadastre of Real Estate” information system. Furthermore, data held in sectoral cadastres regarding real estate will be integrated into the state cadastre via the Electronic Government Information System, ensuring a unified and efficient database.

The state cadastre is compiled and maintained based on the principles established in Article 4 of the Law. These new regulations are expected to simplify administrative procedures for citizens, reduce bureaucratic hurdles in property registration, and strengthen the legal protection of property owners across the country.
