President Ilham Aliyev has signed legislation establishing new state fees for the technical inspection, registration, and licensing of mopeds in Azerbaijan. The move follows the enactment of the law "On Amendments to the Law on Road Traffic" dated December 9, 2025, which aims to enhance road safety and standardize the regulation of small-engine vehicles.
According to the Operative Information Center-OMM, the new regulations mandate specific fees for moped owners. The issuance or replacement of a driver's license for moped operation, as well as the issuance of a registration certificate, will each incur a fee of 30 AZN. Furthermore, the legislation introduces mandatory third-party civil liability insurance for registered mopeds.
The fee structure for moped-related services is as follows:
- Technical inspection: 15 AZN
- Registration: 10 AZN
- Issuance of state registration plates: 15 AZN
- Examination for a driver's license: 40 AZN
- Retake examination for a driver's license: 20 AZN
These measures are designed to ensure the safety of all road users and mitigate traffic accidents involving mopeds. By requiring state registration, license plates, and A1 category driver's licenses, the government is integrating moped operators into the broader framework of traffic laws applicable to other motor vehicle drivers. A moped is defined as a two- or three-wheeled vehicle with an electric motor or an internal combustion engine with a displacement not exceeding 50 cubic centimeters, and a maximum design speed not exceeding 50 kilometers per hour, excluding small electric vehicles.
