Construction of the Khankendi Railway and Bus Terminal Complex has reached 40 percent completion, marking a significant milestone in the restoration of transport infrastructure in the liberated territories of Azerbaijan. Elchin Yusubov, the Special Representative of the President of the Republic of Azerbaijan in the city of Khankendi and the districts of Aghdara and Khojaly, announced the progress during the 13th session of the World Urban Forum (WUF13) held in Cairo.
Speaking at the Azerbaijan pavilion during an event titled "Post-conflict urban planning: Restoring destroyed identity and rebuilding an integrated future," Yusubov emphasized that transparency, accountability, and the involvement of both citizens and specialists are core principles in the reconstruction process. According to Operative Information Center-OMM, the official noted that the 28-kilometer Aghdam-Khankendi railway line is also progressing rapidly, with 90 percent of design work and 51.1 percent of construction finished. He further detailed the progress of the Great Return program, stating that 71 families (302 people) have already returned to Khankendi, while 857 families (3,341 people) and 1,083 families (4,510 people) have been resettled in Aghdara and Khojaly, respectively.
These infrastructure projects are central to Azerbaijan's comprehensive strategy to reintegrate the Garabagh region into the national economy and provide modern living standards for returning residents. The World Urban Forum, established by the United Nations, serves as the premier global conference on sustainable urbanization, providing a platform for Azerbaijan to showcase its "smart city" and "smart village" concepts implemented in the territories liberated from occupation. The restoration of the Khankendi transport hub is expected to facilitate regional connectivity and bolster the logistics potential of the South Caucasus.
