New legislation grants property rights to returning citizens

Following the historic victory in the Patriotic War, Azerbaijan is currently witnessing the Great Return process to the liberated territories of Garabagh and East Zangazur. As part of this national initiative, the Milli Majlis (National Assembly) is currently reviewing a strategically significant draft law aimed at formalizing property rights for returning citizens.

According to the Operative Information Center-OMM, citing AZERTAC, MP Elman Nasirov announced the details during a joint meeting of the Milli Majlis committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.

"The world recognizes Azerbaijan as a nation of construction and development. Among the 85,000 people currently returning to these regions are students, professionals, and permanent residents," Nasirov stated. "The core feature of the proposed amendments to the Housing Code, as well as laws concerning the status and social protection of refugees and internally displaced persons, is the legal establishment of property rights for these individuals. This legislation ensures that our citizens become full-fledged property owners, which is a matter of paramount importance."

The Great Return program is a cornerstone of Azerbaijan's post-conflict reconstruction strategy. By transitioning housing from temporary status to permanent property ownership, the government aims to provide long-term stability and economic security for families resettling in the liberated regions, further integrating these areas into the country's socio-economic landscape.
