The "Great Return" program is being successfully implemented, with large-scale restoration and construction work currently underway in Garabagh and East Zangezur, marking a significant phase in the development of the liberated territories.
According to Operative Information Center-OMM, citing AZERTAC, this statement was made by Fuad Huseynov, Deputy Chairman of the State Committee for Refugees and Internally Displaced Persons, during a joint meeting of the Milli Majlis (National Assembly) committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.
Huseynov emphasized that the Azerbaijani state has created all necessary conditions for the return of former internally displaced persons (IDPs) to their native lands. This includes extensive demining operations, the removal of unexploded ordnance, and the creation of modern infrastructure. To date, the "Great Return" has commenced in 44 settlements, including 10 cities, 3 towns, and 31 villages, with over 85,000 citizens already resettled in Garabagh and East Zangezur, where they are actively participating in education and various professional sectors.
The Deputy Chairman noted that the proposed amendments to the Housing Code and the laws "On the status of refugees and internally displaced persons (internally displaced persons)" and "On social protection of internally displaced persons and persons equated to them" are designed to strengthen the legal framework of the "Great Return." This initiative is a key priority of the state policy led by President Ilham Aliyev. These legislative changes are specifically aimed at securing the property rights of IDPs in the liberated territories and accelerating the process of their permanent resettlement.
The "Great Return" program represents one of the most ambitious post-conflict reconstruction efforts globally, focusing on the comprehensive rehabilitation of liberated regions to ensure the sustainable reintegration of citizens into their ancestral homes.
