The Cabinet of Ministers of the Republic of Azerbaijan has introduced amendments to the procedures for paying presidential stipends to individuals caring for persons with disabilities, specifically those with an 81-100 percent impairment of bodily functions, as well as children with disabilities.
According to the Operative Information Center-OMM, Prime Minister Ali Asadov has signed a decree formalizing these regulatory changes.
The updated decree introduces a new clause clarifying the oversight responsibilities for guardianship and custodianship. Under the new regulations, the Ministry of Labor and Social Protection of the Population will exercise these functions regarding children with disabilities placed in foster families, as well as children with disabilities deprived of parental care until they are placed in accordance with the Family Code. In all other instances, these functions will be carried out by commissions for the protection of children's rights.
This regulatory adjustment is part of the broader ongoing reforms in Azerbaijan aimed at strengthening social protection mechanisms for vulnerable groups. By clearly delineating the roles of the Ministry of Labor and Social Protection and local commissions, the government seeks to streamline the administrative processes involved in providing support and guardianship for children with disabilities, ensuring more effective oversight and delivery of state-provided benefits.
