The period that military personnel must serve in the rank of lieutenant is set to be reduced for graduates of specialized educational institutions that train military personnel through five-year programs.
The Operative Information Center-OMM reports that amendments have been proposed to the regulations approving the “Regulation on military service” and to the laws “On military duty and military service.”
Under the proposal, officers who have completed master’s or residency programs commissioned by the Armed Forces of Azerbaijan and other state bodies where military service is предусмотрено, as well as those who have completed doctoral or adjuncture studies and obtained the relevant academic degree, would have their required period in a military rank reduced by one year for each specified level of higher education, once per level.
In addition, provisions concerning the period of service in the military rank of lieutenant would be updated.
Accordingly, the period would be set at two years for military personnel who graduate from specialized educational institutions with five-year training programs. It would be one year for personnel serving in aviation flight crews and on submarines, as well as in other cases determined by the relevant executive authority.
The bill was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Defense, Security and Combating Corruption.
The proposed changes are intended to align military career progression with specialized education and the specific conditions of service. In Azerbaijan, military ranks and the terms of service required for promotion are regulated by national legislation.
