The total value of public procurement in Azerbaijan has increased 1.6 times between 2020 and 2025, rising from 6.6 billion manats to 10.8 billion manats. This growth reflects the expanding scale of state-funded projects and services across the country.
According to the Operative Information Center-OMM, this data was presented by Elnur Bagirov, Chairman of the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, during the annual meeting of the INTOSAI Working Group on Public Procurement Audit held in Baku.
Bagirov emphasized that the rise in public procurement volume is a key factor driving economic activity in Azerbaijan. "The increase in public procurement volume creates conditions for expanding economic activity, growing the order portfolios of local enterprises, and generating new jobs," he stated. "The rising demand from state institutions for goods, works, and services boosts the revenues of business entities and increases turnover in production and service sectors. Consequently, this accelerates the development of the private sector and contributes further to overall economic growth."
Public procurement serves as a critical instrument for government spending, enabling the state to acquire necessary goods and services while simultaneously stimulating domestic market competition. By adhering to international auditing standards, such as those promoted by INTOSAI (International Organization of Supreme Audit Institutions), Azerbaijan aims to enhance transparency and efficiency in the management of public funds.
