The electronic health card system is set to be implemented within the field of psychiatric care in Azerbaijan. According to the Operative Information Center-OMM, this initiative is part of a proposed amendment to the Law on Psychiatric Care.
The draft legislation was presented for discussion during today's session of the Health Committee of the Milli Majlis (National Assembly). Under the proposed regulations, information regarding the health status of individuals with mental disorders and the psychiatric care measures provided to them will be classified as confidential and stored within the electronic health card system.
Furthermore, individuals currently receiving or who have previously received psychiatric care will be able to access their own treatment records directly through the electronic health card system. For legal representatives, such information will be provided by the facility's administration within two working days following a written request. Additionally, records concerning a patient's refusal of treatment will also be integrated into the digital system.
This initiative aligns with the broader digitalization strategy of the healthcare sector in Azerbaijan, which aims to enhance transparency, improve data accessibility for patients, and streamline medical record-keeping across all specialized health facilities in the country.
