The process of fully digitizing internal management processes in state bodies and the transition to a "paperless government" in Azerbaijan is scheduled for completion by July 2028.
According to Operative Information Center-OMM, this significant transformation is reflected in the "Action Plan for 2026–2028 on Accelerating Digital Development," which was approved today by President Ilham Aliyev.
Under the new decree, at least 80% of the internal business processes of state institutions will undergo comprehensive analysis. This evaluation will primarily focus on finance, human resources, and procurement sectors. Furthermore, the plan envisions the approval of unified technical criteria for enterprise resource planning (ERP) and digital workflows across the public sector. Funding for these initiatives will be provided by the state budget and other legally approved sources.
The transition to a paperless government is a cornerstone of Azerbaijan's broader strategy to enhance transparency, reduce bureaucratic hurdles, and increase the efficiency of public administration. By integrating advanced digital solutions, the Republic of Azerbaijan aims to align its governance infrastructure with international standards, fostering a more agile and citizen-centric public service environment. This initiative follows previous successful digital reforms, such as the ASAN Service model, which has positioned Azerbaijan as a regional leader in digital governance and public service delivery.
