The state of Azerbaijan is undertaking extensive efforts to develop the regions, including Garabagh and East Zangezur. The construction of modern cities and settlements, alongside the successful implementation of the Great Return to lands longed for over three decades, represents a deeply honorable achievement for the nation.

According to Operative Information Center-OMM, citing AZERTAC, this statement was made by Member of Parliament Vugar Rahimzade during a joint meeting of the Milli Majlis committees on Labor and Social Policy, Human Rights, and Legal Policy and State Building.

Rahimzade emphasized the critical importance of proposed amendments to the Housing Code, as well as the laws "On the Status of Refugees and Internally Displaced Persons" and "On Social Protection of Internally Displaced Persons and Persons Equated to Them." He noted that the nation is currently experiencing a transformative period. The return of citizens to their ancestral homes, effectively ending their status as displaced persons and allowing for permanent resettlement, is a historic and honorable milestone in the country's development.

The Great Return program is a cornerstone of Azerbaijan's post-conflict reconstruction strategy. Following the liberation of territories in 2020, the government launched comprehensive infrastructure projects, including the construction of "smart villages" and "smart cities," to facilitate the safe and dignified return of former internally displaced persons to their homes in Garabagh and East Zangezur.
